寒假期间请大家依然按“非必要不外出”的原则,减少不必要的外出活动,如确有外出需求,请至少提前一天通过企业微信申请,并如实写明外出原因及目的地。如有学生离校、离沪,返校前应按学校要求完成相应隔离与核酸检测等程序方可申请返校。
Please stick to the principal of “Not necessary, not going out” during winter vacation. If you do have to go out, please apply through Wecom at least ONE DAY in advance and give the real reasons and specific destination.
If you don’t stay on campus or you leave Shanghai for other cities during winter vacation, then please finish all necessary quarantine and nucleic acid test before applying for returning.

近年来,诈骗案件在高校群体愈发严重,骗子以“网络办理退款”、“冒充QQ好友”等名义诱骗年轻人,造成被害人心理及财产上的巨大损失。在此我们提醒您:
Fraud has become more and more serious in university campus in recent years. Scammers deceive young people in the name of refund on the Internet and impersonating QQ friends, causing huge psychological and property losses to the victims. We would like to call your attention to the following things:
一、诈骗案例

案例1. 恭喜您中奖
Case 1. Congratulations, you've won a prize!
骗子通过随机发送短信、电子邮件或在网页中置入虚假弹出框的方式,发布幸运QQ号、幸运游戏账号等中奖信息。例如:“恭喜您已被后台随机抽取为CCTV-2非常6+1砸金蛋活动幸运二等奖,奖金58000元及笔记本电脑一台,请致电:40012345678或登录www.123456.com领取,激活码2375”,同学们在登录该网站看到页面显示的中奖人名单和公证员资料后,被要求先支付个人所得税、公证费、手续费等,从而被骗取钱财。
Random text messages are sent via e-mail or pop-up in web pages, a site publishes a list of winning QQ numbers, account numbers, etc. A message might read: Congratulations, you have been randomly selected for the background CCTV-2 6 +1 smashing golden egg activities prize. Prize money is 58,000 yuan and a laptop, please call: 40012345678 or log onto www.123456.com collection, and input code 2375. The student then logs on to the website to see the list of winners and notary information displayed page, and is asked to pay personal income tax, notary fees, fees, etc., thereby becoming a victim of defrauding money.
案例2. 邮包违禁品
Case 2. Your parcel contains contraband
骗子通过群发短信“温馨提醒:您有一个包裹因地址不详,无法按时投递,请与邮局联系,电话:0755-12345678。”在受害人拨打电话询问时,告知其邮包内被查出有毒品或其他违禁品,必须联系公安机关。骗子随后冒充公安机关,称受害人涉嫌违法犯罪活动,必须交纳一定保证金,否则将会受到法律的制裁。受害人在恐惧中被骗钱财。
Scammers send a text message that reads something like: Reminder: You have a package that could not be delivered on time because the address was unclear, please contact the Post Office, Tel: 0755- 12345678. When the person who received this kind of message calls back, they are informed by individuals pretending to work for the police department that their parcels were found to contain drugs or other contraband, and must contact the public security officials. After that, crooks posing as the police arrive and threaten the victim by saying that unless he/she pays a fine, he/she will be punished by law. Afraid of running afoul of the law, the victim is defrauded.
案例3. 涉嫌洗黑钱
Case 3. You are suspected of money laundering
骗子冒充警察、检察官、法官等司法部门的工作人员,谎称受害人的身份证被人盗用或涉及“洗黑钱”等重特大刑事案件,急需对其名下的所有账户进行冻结,要求其将资金转至“监管账号”以证明资金的清白,通过分工扮演不同角色,逐步将受害人引入转账付款的陷阱。
Scammers pose as the police, or as state prosecutors, judges, etc., and tell the victim that his or her identity has been stolen or that he/she is suspected of being involved in money laundering. As a result, the person must freeze all accounts under their name, and transfer funds into an account supervised by the police to prove their innocence. The scammers work together, pretending to be from many different agencies, gradually tricking the victim into transferring payments.
案例4. 信用卡透支
Case 4. Credit Card Overdrafts
骗子以银行的名义发送短信“温馨提示:您的某某银行信用卡在沃尔玛商场购物消费3988元,感谢您的使用,如有疑问请拨打客服电话:40012345678”。受害人收到短信后,抱着疑问进行咨询,往往被告知信用卡透支、出现使用问题、需要缴纳年费等情况,可能是由于身份证被盗用,指示受害人按其要求进行“修改银行卡程序或加密”等操作以解决问题,然后伺机划走受害人账号中的存款。
A scammer will send you a message to your phone saying something like Notice: Your credit card was just billed 3,988 yuan at Wal-Mart, thank you for using your credit card. If you did not make this purchase, please call the customer service hotline: 40012345678. After the victim receives the message, he/she contacts the so-called hotline. They are often told that their credit card has been overdrawn, there was some kind of problem with the card and now they will be charged annual fees. Sometimes victims are told that their identity has been stolen and that they need to change their password based on the scammer’s recommendations. After the changes have been made, the scammers take all of the money in the victim’s account.
案例5. 密码器升级
Case 5. Bank Password Upgrade
骗子利用短信平台,用类似于工商银行客服热线“95588”的短信号码向被害人发送短信:“您申请的工行电子密码器将于次日过期,请尽快登入我行网址www.icbcwd.com升级!”,让被害人误以为“95588”号码之前的数字是短信平台前缀或地区码,且被害人确实申请过工商银行电子密码器,因而对该短信是工商银行发来深信不疑。只要被害人点击手机短信中的工商银行网址链接,即会跳转到一个克隆“工商银行手机银行(WAP)”的网站。当被害人根据网页要求输入银行账号、密码和验证码后,页面显示“由于更新客户过多,请耐心等候”的循环字样时,骗子就利用被害人刚才输入的账号和密码在工商银行官方网站上进行转账操作,当工行网站提示输入电子密码器的验证码时,不法分子就利用“克隆”网站提示被害人输入验证码,随后根据该验证码将被害人账户中的资金转出。
Scammers send out text messages from a number similar to the ICBC customer service hotline (95588) to the victim like “Your secret code will be overdue next day, please log in the web site: www.icbcwd.com to go up a grade as soon as possible!” but with an additional few digits at the ending. Some people will mistake it for the real number, perhaps believing that the numbers at the end is an area code. A person is most likely to respond if he/she has just requested a similar change in his/her password and visits the link in the message. When visiting the page, it appears to be the ICBC Mobile Banking (WAP) page, but is in fact a fake site. The victim is then asked to enter his/her bank account number, password, and authentication code. Upon entering the information, the page displays a notice that the site is down due to too many requests. Criminals then take the information that has been put in to transfer money out of your account into theirs.
案例6. 网购低价陷阱
Case 6. Bargain Prices Trap
骗子通过“XX特价机票订购网”等虚假门户网站或者在论坛发布虚假信息,兜售远低于市场价的机票、名牌包等商品,受害人一旦上钩,就会诱骗其立即通过网上银行进行转账,转账之后,骗子继续以银行账户需要验证或是商品涉嫌走私被查扣等理由,诱使受害人继续实施转账,并威胁受害人,如果不及时转账的话,不但无法得到订购的货品,之前支付的钱款也无法退还。一次次地要求受害人支付钱款,直到受害人醒悟为止。
Scammers use XX special ticket ordering network or other fake sites and list prices far below market price for tickets, designer bags and other goods to catch their victims. When someone logs on to make payments, he/she is fooled into making payments to a fake account. After the payment, scammers may use many other tricks to attempt defraud the victim of additional money, including: the first payment didn’t go through and needs to be authorized again; asking them to re-verify their account details; or telling the person that the goods he/she originally purchased were smuggled or stolen goods and that they need to pay a fine or additional fees. The scammers continue to find ways of harassing or tricking the victim into making more payments until he/she realizes that there are no goods and that the money he/she has paid is gone.
案例7. 网购退款陷阱
Case 7. Shopping Refund Trap
骗子经常经常冒充“客服”告知被害人所购物品存在质量问题,商家可进行赔偿。然后逐步将受害人引入转账付款的陷阱,诱使受害人实施转账。
Scammers usually pretend to be the “customer service” in online shops to inform the victim that there is a quality problem with product bought online, and the merchant can make compensation. Then scammers gradually trick the victim into transferring trap, induce the victim to make a transferring payments.

Ⅱ. Tips for Fraud Prevention
1.不要听信陌生人的花言巧语,贪图优惠和方便,办理业务要到正规的营业厅。
Don’t believe the blandishments from strangers. If you want to transact business, going to the formal business hall will be the right choice, instead of hankering after unreal benefits and convenience provided by strangers.
2.不相信手机短信中奖或获得礼品的信息,天上不会掉馅饼。
Don’t believe the cheating text messages suggesting that you win a prize or get a gift without any reason. There's no such thing as a free lunch.
3.不把自己家庭住址、父母姓名、出生年月、护照号码等信息告诉陌生人。
Don't tell strangers about your home address, parents' names, date of birth, passport number and other private information.
4.不要把手机密码、电脑密码、银行卡密码和账号等个人敏感信息透露给别人。
Don't reveal sensitive personal information to anyone, such as your phone password, computer password, bank card password and account number.
5.进行网上购物或网上银行交易时,要直接输入正确的网址登陆,不要从来路不明的网页超级链接访问银行网站。
When you shop online or trade via the net, you should visit correct and trustworthy website indirectly. Don’t visit bank website via an unidentified webpages link.
6.不要点击或下载任何非官方网站的不明文件及可疑广告,不要扫描陌生人发来的二维码,尤其是付款二维码。
Do not click on unknown documents or suspicious advertisements on unofficial websites, do not scan QR codes from strangers, especially payment QR codes.
7.凡是涉及钱财往来,或要求在规定时间到指定地点的行为,必须三思而后行。
You’d better think twice before action, especially when someone suspected ask you to make financial transactions or ask you to go to a designated place at a specified time.
8.上当受骗后更要及时报案、大胆揭发,使犯罪分子受到应有的法律制裁。
When you are deceived, it is necessary to report the case in time and boldly expose it, so that criminals can get legal sanction.

2.11月1日起,中国反诈中心统一预警专号“96110”将在上海正式启用。原上海反诈预警劝阻专号“962110”仅保留短信提醒功能。
警方提示:接到“96110”来电,意味着你可能正在遭受电信网络诈骗犯罪分子的侵害,请立即接听!
From November 1, the number for anti-fraudalert calls from Shanghai police has been changed from 962110 to 96110, aligned with the national anti-fraud center. The previous number 962110 will still be inuse, but its function is restricted to sending SMS messages to remind people who could be talking to fraudsters over the phone.
Police remind residents to pick up calls from 96110 because receiving calls from this number means that you were probably just talking to a fraudster over the phone.

While walking on campus, please don’t be a Smombie* or play music at a too high volume. Look both ways at first and then cross the road and take the zebra crossing.
*Smombie: smartphone + zombie, which means a pedestrian who is distracted by their mobile phone or similar device.
受疫情影响,外卖车目前无法进入校园,但我们也在此提醒同学们,外卖车的车速一般较快,请大家走人行道,以免受伤。
Due to the epidemic, take-away delivery cannot enter into the university but those e-bikes are usually very fast. Please go along the sidewalk in case of injury.

共享自行车及电动车给我们的生活带来了极大的方便,但同时,车速过快、分心驾驶、逆行、载人等行为都会带来危险。因此所有车辆(不论校内、校外)均需遵守交通规则,按规定佩戴头盔,并停靠在指定区域,不得乱停乱放。
It’s convenient to ride sharing bikes or e-bikes for class but it’ll be dangerous to ride too fast or in distraction, to go in the wrong side or to carry passengers. All cyclists should obey the rules, put on helmets and park the vehicles in designated areas.
03. 公交、地铁等公共交通

在乘坐公交、地铁等公共交通工具时,请大家有序排队,先下后上。近日上海再次明确了在地铁车厢内,使用电子设备时禁止外放声音,不得在列车车厢内饮食。这些都是为了营造更文明和谐的公共交通环境,希望同学们自觉配合。
In public transportation, please wait in line and let the passengers get off at first. Recently Shanghai Metro has announced clearly that it’s forbidden to use loudspeakers or eating/drinking in carriage. It aims to create a more harmonious public environment so we do hope everyone could cooperate willingly.
04. 出租车、滴滴等平台

当然,有时候我们也会选择出租车或网约车等方式出行。请大家一定乘坐正规出租车,在官方平台上进行车辆预约。请勿乘坐自称低价的“黑车”,“黑车”本身就是违法运营,而且对大家的人身和财产安全有着极大的隐患,一旦出现问题,后果非常严重。
Sometimes we may choose taxi or Didi for our trip. Please take licensed taxis and hail cars from official platform. Don’t take those non-licensed taxis waiting in the exit of metro station or hospital. They may tell you a very low price but its operation is illegal and your security in both personal and property will be put at risk.

随着寒潮的到来,冬季气温下降剧烈。取暖电器使用较以往更为频繁,用电量加大,各类火灾诱发因素增多。同学们在注意保暖的同时,更要注意消防安全。为了做好冬季防火工作,防患于未“燃”,特将校园冬季防火需注意的事项提示如下:
With the arrival of the cold wave, the temperature drops sharply in winter. Electrical heating appliances are used more frequently than before, electricity consumption is increased, and various fire-inducing factors are increasing. While you keep warm, don’t forget to keep certain fire safety precautions in mind. For the fire safety of persons and property, please take a few minutes to read the tips below.
一、宿舍防火
学生应自觉遵守宿舍各项管理规定。不在宿舍吸烟或乱扔烟头;及时清理宿舍和阳台上的纸箱等易燃物;不私拉、乱接电线,规范使用接线板;室内无人时,应拔下插头关闭电源;使用电脑、充电宝等电器要注意与易燃物保持安全防火间距;禁止使用电饭煲、电热毯等违规电热器具;禁止在宿舍内存放易燃易爆物品,禁止使用明火设备,禁止焚烧物品;保持宿舍安全疏散通道畅通。
I. Fire Safety in Dormitory
Students should consciously abide by the dormitory management regulations. Do not smoke or throw cigarette butts in the dormitory, timely clean up cartons and other flammable materials in the dormitory and balcony, do not pull and connect wire privately, use power strip in a correct way, you should never connect multiple power strips together to increase the number of outlets available. In addition, you should never use power strips for high-power capacity items or other high capacity appliances. Before going out, turn off or unplug appliance. Maintain safe fire spaces between appliances and flammable materials. It is prohibited to store flammable and explosive stuffs in dormitories, fire and safety hazards of any kind are not allowed in the dormitory. These include, but are not limited to, open flames and objects that create them (i.e., candles), flammable materials used as decoration, electric blankets, lighting that contains halogen bulbs, decorative electrical lighting, and other heating appliances. Keep safe evacuation corridor of the dormitory clear, never block entrances/exits with bikes, boxes, or furnitures.
二、教室、实验室、图书馆的防火
在教室、实验室、图书馆学习时,要严格遵守各项安全管理规定、安全操作规程等制度,严禁使用大功率取暖设备。

三、室外的防火
校园冬季落叶、枯枝较多,不要乱扔烟头、火种,禁止燃放烟花爆竹等,以免引起火灾。给电动车充电时,要注意遵守充电规范,以免引发电池起火。
III. Outdoor fire prevention
In winter, leaves, dead branches are more than before on campus, so do not throw cigarette butts. Fireworks and firecrackers are prohibited, so as not to cause a fire. When you charge electric motorcycles, follow correct charging regulations to avoid battery to be on fire.

1.不要听人蛊惑,受人引诱。警惕热情的陌生人,别随便接受别人给的东西,有些烟、饮料、小零食、茶、干花等都可能是伪装毒品。
Don't be tempted by addicts. Be wary of enthusiastic strangers, think twice before accepting things from others, some cigarettes, drinks, snacks, tea, dried flowers, etc. may be disguised drugs.
2.不要与吸毒者,贩毒者为伍;
Stay away from drug addicts, drug dealers.
