Invitation to the International Seminar - Market Access for Small-Scale Fisheries and the Belt and Road Initiative: Challenges and Prospects
小规模渔业是渔业的重要组成部分。据最新报告显示,小规模渔业捕捞总产值占全球捕捞总产值的40%以上,在亚洲地区,这一占比更高达64%,许多亚洲国家的水产养殖也主要依赖于小规模养殖者。据统计,该行业雇用了超过六千万的劳动力,占渔业行业总劳动力的90%。鉴于其重要性,并考虑到水产品在当前全球形势下生产和贸易方面面临的持续挑战,我们认为有必要研判、讨论并鼓励国家、行业和组织采取行动,改进小规模渔业的国际和区域市场准入,进而改善小规模渔民生计、确保公平的利益分配并加强其对粮食安全的贡献。
Small-scale fisheries are an important part of the fishery industry. According to the latest report, the total value of small-scale fisheries accounts for more than 40% of the global total value of fisheries, and in Asia, this proportion is as high as 64%. Aquaculture in many Asian countries also relies mainly on small-scale farmers. According to statistics, the industry employs more than 60 million workers, accounting for 90% of the total workforce in the fishery industry. Given its importance and taking into account the ongoing challenges facing the production and trade of aquatic products in the current global situation, we believe it is necessary to study, discuss and encourage countries, industries and organizations to take action to improve international and regional market access for small-scale fisheries, thereby improving the livelihoods of small-scale fishers, ensuring fair distribution of benefits and strengthening their contribution to food security.
上海海洋大学经管学院与联合国粮农组织(FAO)拟于 2024年11月28日-29 日举办“小规模渔业市场准入与一带一路倡议:挑战与前景”国际研讨会,并诚挚邀请拥有较多小规模渔业的亚洲国家、主要水产品进口国、渔业行业和非政府组织代表,分享经验并深入分析小规模渔业进入国际和区域市场的机遇、优势和主要挑战,分享实践经验和良好做法,以及通过中国“一带一路”倡议等战略提高市场准入的解决方案,以促进政府部门、行业协会、小规模从业者和非政府组织采取措施,改进小规模渔业的市场准入。
The College of Economics and Management of Shanghai Ocean University and the Food and Agriculture Organization of the United Nations (FAO) plan to hold an international seminar on Small-scale Fisheries Market Access and the Belt and Road Initiative: Challenges and Prospects from November 28 to 29, 2024, and sincerely invite Asian countries with a large number of small-scale fisheries, major aquatic product importing countries, fishery industry and non-governmental organizations to share experiences and deeply analyze the opportunities, advantages and main challenges of small-scale fisheries entering international and regional markets, share practical experience and good practices, and solutions to improve market access through strategies such as China's Belt and Road Initiative, so as to promote government departments, industry associations, small-scale practitioners and non-governmental organizations to take measures to improve market access for small-scale fisheries.

The program has played an important role in actively promoting information exchange between governments, industries, academia and stakeholders around the world.
上海海洋大学:上海海洋大学是多科性应用研究型大学,上海市人民政府与国家海洋局、农业农村部共建高校。2022年2月入选第二轮“双一流”建设高校及建设学科名单。该大学是农业农村部的重要智库,为渔业国际谈判、远洋渔业、渔业立法及执法培训等提供了智力支撑和咨询服务。上海海洋大学自2015年以来一直与粮食及农业组织全球渔业项目保持着卓越而富有成效的合作。
Shanghai Ocean University: Shanghai Ocean University is a multidisciplinary applied research university, jointly established by the Shanghai Municipal People's Government, the State Oceanic Administration and the Ministry of Agriculture and Rural Affairs. In February 2022, it was selected into the second round of Double First-Class construction universities and construction disciplines. The university is an important think tank of the Ministry of Agriculture and Rural Affairs, providing intellectual support and consulting services for international fishery negotiations, offshore fisheries, fishery legislation and law enforcement training. Shanghai Ocean University has maintained excellent and fruitful cooperation with the Food and Agriculture Organization's Globe Fish Project since 2015.
