上海海洋大学接受来华留学生高等教育质量再认证现场审查Shanghai Ocean University undergoes on-site review for re-certification of the quality of higher education for international students in China

2026年6月9日至10日，受中国教育国际交流协会委托，来华留学生高等教育质量认证专家组进驻上海海洋大学开展现场审查工作。

        From June 9 to 10, 2026, commissioned by the China Education Association for International Exchange, an expert panel for the Quality Certification of Higher Education for International Students in China arrived at Shanghai Ocean University to conduct an on-site review.

6月9日上午，认证进校工作会在临港校区海洋科技大楼221会议室举行。上海海洋大学副校长江敏、认证专家组全体成员、留学生工作办公室及相关职能部门、学院负责人等出席会议。

会上，上海海洋大学副校长江敏代表学校对认证专家组的莅临表示热烈欢迎和诚挚感谢。她指出，来华留学生教育是学校推进国际化办学、服务国家教育对外开放战略的重要抓手，也是检验学校综合办学实力、提升国际影响力的关键维度。学校始终将来华留学工作摆在重要位置，坚持以质量为核心、以规范为保障、以特色促发展。此次认证既是对学校来华留学工作的全面检视，更是推动内涵建设、提质增效的重要契机。学校将全力配合专家组工作，认真听取意见建议，持续改进提升，努力打造更具示范性的来华留学教育体系。

On the morning of June 9, the on-site certification kick-off meeting was held in Conference Room 221 of the Marine Science and Technology Building on the Lingang Campus. Present at the meeting were JIANG Min, Vice President of Shanghai Ocean University, all members of the certification expert panel, the International Student Office, and heads of relevant functional departments and schools.

At the meeting, Vice President JIANG Min, on behalf of the university, extended a warm welcome and sincere gratitude to the certification expert panel for their visit. She noted that international student education is an important means for the university to advance its internationalization and serve the national strategy of opening up education to the world, and also a key dimension for assessing the university’s overall educational strength and enhancing its international influence. The university has always prioritized international student work, adhering to a quality-centered, regulation-guaranteed, and feature-driven approach to development. This certification is not only a comprehensive review of the university’s international student work but also an important opportunity to promote intrinsic development, improve quality, and enhance efficiency. The university will fully cooperate with the expert panel, carefully listen to their suggestions, continuously improve, and strive to build a more exemplary education system for international students in China.

认证专家组组长中国海洋大学海德学院原党委书记秦尚海介绍了本次现场审查工作的整体安排、重点内容及基本要求。他表示，专家组将严格遵循客观、公正、专业的原则，依据认证指标体系，通过查阅资料、访谈座谈、实地走访、课堂观摩等多种形式，全面深入了解学校来华留学工作的实际情况。专家组将认真履行审查职责，形成客观、准确的认证结论，为学校来华留学事业高质量发展提供专业指导。

QIN Shanghai, former Party Secretary of Haide College at Ocean University of China and head of the certification expert panel, introduced the overall arrangements, key contents, and basic requirements of the on-site review. He stated that the expert panel would strictly follow the principles of objectivity, fairness, and professionalism, and based on the certification indicator system, would gain a comprehensive and in-depth understanding of the university’s international student work through various methods such as document review, interviews and discussions, site visits, and classroom observations. The panel would conscientiously fulfill its review duties, form objective and accurate certification conclusions, and provide professional guidance for the high-quality development of the university’s international student education.

留学生工作办公室主任朱章华围绕学校来华留学工作及认证自评自改情况作专题汇报。她系统介绍了学校来华留学生教育的办学定位、管理机制改革、培养模式及特色优势，重点汇报了自评自改阶段开展的主要工作、已采取的整改举措及取得的阶段性成效。她表示，学校坚持以评促建、以评促改、以评促强，对照认证标准逐项梳理完善，来华留学工作水平得到有效提升。

在为期2天的现场审查工作中，专家组认真调阅了学校来华留学支撑材料和补充材料，分别与相关职能部门负责人、院系负责人、国际学生授课教师、国际学生辅导员、国际学生代表等进行了深入访谈和座谈，对实验室、宿舍、食堂、教学楼、国际中文教室、心理中心、大学生活动中心等进行了实地考察，并走进课堂听课，全面了解学校来华留学生的招生、培养、管理、服务全流程工作。

6月10日下午，举行现场审查意见初步反馈会。专家组对学校来华留学工作取得的成效、形成的特色给予充分肯定。专家组认为，学校高度重视来华留学生教育，形成了较为鲜明的来华留学培养特色。同时，专家组也从优化生源结构、完善培养方案、强化中国国情教育等方面提出了建设性意见和改进建议。

副校长江敏对专家组的辛勤工作和专业指导表示感谢。她表示，学校将以此次认证为新起点，认真梳理专家组反馈意见，逐条制定整改方案，明确责任分工和时间节点，扎实推进各项改进措施落地见效。学校将进一步加强顶层设计，完善来华留学工作长效机制，持续提升培养质量和管理服务水平，努力形成更具辨识度和影响力的来华留学教育品牌，为服务教育强国战略和促进中外人文交流贡献更大力量。

ZHU Zhanghua, Director of the International Student Office, delivered a special report on the university’s international student work and the self-assessment and self-improvement efforts undertaken for the certification. She systematically introduced the university’s positioning for international student education, reforms in management mechanisms, training models, and distinctive advantages, with a focus on the main tasks carried out during the self-assessment and rectification phase, the corrective measures already taken, and the phased results achieved. She stated that the university adheres to the principles of promoting construction, improvement, and enhancement through evaluation, and has thoroughly reviewed and refined its work against the certification indicators, effectively raising the standard of its international student education.

During the two-day on-site review, the expert panel carefully reviewed the university’s supporting and supplementary materials for international student education, conducted in-depth interviews and discussions with heads of relevant functional departments and schools, international student course instructors, international student counselors, and representatives of international students. The panel also carried out site visits to laboratories, dormitories, canteens, teaching buildings, international Chinese language classrooms, psychological counseling centers, and student activity centers, as well as attended classes to gain a comprehensive understanding of the entire process of recruiting, cultivating, managing, and servicing international students at the university.

On the afternoon of June 10, the preliminary feedback meeting on the on-site review was held. The expert panel fully affirmed the achievements and distinctive features of the university’s international student work. The panel noted that the university places great emphasis on international student education and has developed relatively distinctive characteristics in this area. At the same time, the panel offered constructive opinions and suggestions for improvement, including optimizing the structure of student enrollment, refining training programs, and strengthening education on China’s national conditions.

Vice President Jiang Min expressed her gratitude to the expert panel for their diligent work and professional guidance. She stated that the university will take this certification as a new starting point, carefully review the feedback from the panel, formulate rectification plans for each item, clarify responsibilities and timelines, and steadily implement all improvement measures to ensure tangible results. The university will further strengthen top-level design, improve the long-term mechanism for international student work, continuously enhance the quality of cultivation and the level of management and services, and strive to build a more distinctive and influential brand for international student education, making greater contributions to the national strategy of becoming a leading country in education and to promoting people-to-people and cultural exchanges between China and other countries.
