张文博副教授入选联合国高级别专家组 Assciated Professor ZHANG Wenbo Appointed to UN High-Level Panel of Experts


近日,联合国世界粮食安全委员会(CFS)粮食安全和营养问题高级别专家组(HLPE-FSN,以下简称高专组)秘书处正式发函,水产与生命学院张文博副教授入选该高专组第22份旗舰报告《发展可持续渔业和水产养殖业,促进粮食安全和营养》(Sustainablefisheries and aquaculture for food security and nutrition)起草团队,担任撰写专家。

Recently, the Secretariat of the High Level Panel of Experts on Food Security and Nutrition (HLPE-FSN) of the UN Committee on World Food Security (CFS) sent an official letter, announcing that Assciated Professor ZHANG Wenbo from the College of Fisheries and Life Science has been selected as a writing expert on the drafting team for the Panel’s 22nd flagship report Sustainable Fisheries and Aquaculture for Food Security and Nutrition.

高专组是联合国体系内负责评估粮食安全与营养相关科学问题的核心机构,其撰写的旗舰报告被视为全球粮食安全与营养领域最具权威性的科学政策文件之一,直接影响各国政府、联合国机构及国际发展组织的决策。该报告是2014年同名报告的更新版,预计于2027年提交CFS全会审议,并转化为具有全球影响力的政策建议。本次报告更新旨在回应近十年来全球水产品系统在气候变化、营养安全、价值链转型、小规模渔业权益等方面出现的新挑战与新数据。报告起草团队由高专组指导委员会通过全球公开征集严格遴选产生,要求入选者在该特定领域具有深厚专长和跨学科协作能力,能够为编写全球最高级别的政策咨询报告提供专业支撑,每份报告起草团队通常仅吸纳6–10名国际专家。

The HLPE-FSN constitutes the core scientific advisory body within the United Nations system responsible for assessing issues pertaining to food security and nutrition. Its flagship reports are widely regarded as among the most authoritative scientific and policy-oriented documents in the field, directly informing the decision-making processes of national governments, UN agencies, and international development organizations. The forthcoming report responds to emerging challenges and new data accumulated over the past decade concerning global aquatic food systems, particularly in relation to climate change, nutritional security, value chain transformation, and the rights and livelihoods of small-scale fishers. The drafting team was rigorously selected through an open global call by the HLPE-FSN Steering Committee, which required candidates to demonstrate profound expertise in the relevant domain and proven capacity for interdisciplinary collaboration, so as to provide specialized support for the preparation of a policy advisory document at the highest international level. Typically, each drafting team comprises only six to ten international experts.

张文博长期从事水产养殖可持续发展、水生食品系统转型及政策研究。他多次作为中国政府官方代表出席联合国粮农组织渔业委员会(COFI)及其分委员会会议,曾担任联合国粮农组织(FAO)《可持续水产养殖准则》审议工作组副主席,同时担任FAO和亚太区域水产养殖中心网(NACA)顾问,领衔撰写了区域纲领性文件《亚太地区水产养殖蓝色转型白皮书》,并深度参与国家与地方渔业政策咨询与规划编制工作,目前正以FAO国际专家身份领衔撰写印度、泰国、菲律宾3个国家级水产养殖创新和投资计划,在国际渔业治理领域积累了丰富的学术与外交实践经验。

Assciated Professor ZHANG Wenbo has long been engaged in research on sustainable aquaculture development, aquatic food system transformation, and related policy analysis. He has represented the Chinese government as an official delegate at multiple sessions of the FAO Committee on Fisheries (COFI) and its subsidiary bodies. He previously served as Vice-Chair of the FAO Working Group for the Review of the Sustainable Aquaculture Guidelines. In addition, he acts as a consultant to the FAO and the Network of Aquaculture Centres in Asia-Pacific (NACA), where he led the drafting of the regional strategic document Blue Transformation in Aquaculture in Asia-Pacific – A White Paper. He has also contributed extensively to national and sub-national fisheries policy advisory services and planning processes. Currently, he is leading, in his capacity as an FAO international expert, the formulation of national aquaculture innovation and investment plans for India, Thailand, and the Philippines. Through these engagements, he has accumulated substantial academic and diplomatic experience in the field of international fisheries governance.

Professor Zhang’s appointment is a testament to the high level of academic achievement and international recognition attained by our university in the domains of sustainable aquaculture and fisheries policy. It further signifies that our institution will play a more prominent role in shaping the global policy agenda for sustainable fisheries and aquaculture.

张文博师从我国著名水产养殖专家王武教授,从事水产养殖技术推广、产业化应用与池塘养殖学等研究工作。他曾跟随王武教授,在池塘边调研,在湖泊围栏细致观察,在稻田旁深入调查,开展科技服务工作,足迹遍布我国数十个涉渔县区。2014年获得英国斯特灵大学水产养殖博士学位后,他一直致力于水产养殖可持续发展研究,重点关注社会、经济、环境等跨学科问题。这些经历为他成为既精通水产养殖技术、又洞悉渔业发展脉络,既心系渔民民生福祉、又通晓国际政策规则的复合型专家奠定了坚实基础。

Professor Zhang received his doctoral degree in aquaculture from the University of Stirling (United Kingdom) in 2014, following which he has focused his research on sustainable aquaculture development, with particular attention to social, economic, and environmental dimensions. He studied under the late Professor WANG Wu, a distinguished Chinese aquaculture scientist, and participated extensively in technology extension services, applied research, and field investigations covering pond culture, lake pen aquaculture, and rice-field fisheries across dozens of fishing counties in China. These formative experiences have equipped him as a multidisciplinary expert who combines profound technical knowledge of aquaculture with a comprehensive understanding of fisheries development trajectories, a deep commitment to the welfare of fishing communities, and a firm grasp of international policy frameworks.

202239日,张文博的研究成果水产养殖将继续依赖于陆地而不是海洋(Aquaculture willcontinue to depend more on land than sea在《自然》杂志在线发表(https://www.nature.com/articles/s41586-021-04331-3)。研究成果量化证实淡水养殖的主体地位,揭示其形成机制。明确淡水养殖为世界尤其是发展中国家粮食和营养安全的贡献。推动了学术界从重海水、轻淡水转向均衡发展。该文章被FAO2022世界渔业和水产养殖状况》唯一引用的中国科研机构文章,为FAO等国际组织政策制定提供科学依据,在国际渔业治理中赢得重要话语权。系列成果 Environmentalperformance of blue foodsNature封面论文)被引 812 次。

In March 2022, Professor Zhang published a research article entitled Aquaculture will continue to depend more on land than sea in the journal Nature (https://www.nature.com/articles/s41586-021-04331-3). This study quantitatively demonstrated the predominant role of freshwater aquaculture and elucidated the underlying mechanisms, highlighting its critical contribution to food and nutrition security, particularly in developing countries. The findings have contributed to shifting academic discourse from a traditional emphasis on marine aquaculture toward a more balanced perspective. This publication is the sole research article from a Chinese institution cited in the FAO’s The State of World Fisheries and Aquaculture 2022, thereby providing a scientific foundation for policy formulation by the FAO and other international organizations, and significantly enhancing China’s voice in international fisheries governance. Related work, including the Nature cover paper Environmental performance of blue foods, has received over 812 citations to date.
