SHOU Delegation visits Indonesia and Cambodia校领导访问印度尼西亚和柬埔寨


From May 25 to June 1, at the invitation of multiple organizations in Indonesia and Cambodia, the delegation from Shanghai Ocean University, led by President Wan Rong, visited the two countries to advance the progress of the Asia Cooperation Fund project hosted by the university and to promote in-depth exchanges with partner organizations in the fields of fisheries and aquaculture research cooperation, technical services, and talent cultivation. 

5月25日至6月1日,应印度尼西亚和柬埔寨多家单位邀请,上海海洋大学校长万荣带队赴两国访问,推进学校主持的亚洲合作资金项目的开展情况,促进与合作单位在渔业和水产养殖科研合作、技术服务、人才培养等领域的深度交流。

In Indonesia, the delegation visited PT. Samudera Indo Sejahtera (SIS), PT RADJA UDANG MALINGPING, the National Inspection and Quarantine Bureau, and Hasanuddin University. 

在印度尼西亚,代表团分别访问了PT. Samudera Indo Sejahtera(SIS)公司、PT RADJA UDANG MALINGPING公司、国家检验检疫局、哈山努丁大学。

At SIS, the delegation was warmly received by Executive President Daniel Rusl and other staff members. Both parties initially reached a consensus on cooperation in the fields of fishery port construction planning, fishing technology, cold chain logistics of aquatic products, and inspection and testing. They also discussed talent training programs and long-term joint collaboration models, laying the foundation for future in-depth cooperation in technology sharing and resource integration.

在SIS公司,执行总裁丹尼尔・鲁斯尔(Daniel Rusl)等一行人员热情接待了代表团。双方就渔港建设规划、捕捞技术、水产品冷链物流以及检验检测等领域的合作初步达成共识,就人才培训计划以及长期共建的模式进行了讨论,为未来在技术共享和资源整合方面深度合作奠定了基础。

At PT RADJA UDANG MALINGPING, the delegation held talks with Vice President Jiang Huabing and others on technological needs and innovation. Both sides preliminarily agreed to cooperate in using intelligent technology to improve the efficiency of the entire process of aquaculture management, hoping that through cooperation, the company's breeding capacity would be enhanced while also injecting new development momentum into the local fishery industry. 

在PT RADJA UDANG MALINGPING公司,与副总经理江华柄等就技术需求和技术创新进行会谈,双方就运用智能化技术提高水产养殖全过程管理效率达成初步合作意向,希望通过合作在提升该公司养殖产能的同时,也为当地渔业产业注入新发展动能。

At the Indonesian National Inspection and Quarantine Bureau, President Wan Rong held talks with Director Sahat Panggabean and the head of the Aquatic Products Inspection and Quarantine Department. Both parties reached a cooperation intention to enhance cooperation in promoting the improvement of aquatic products inspection and quarantine technology and the cultivation of professional talents. In the future, they plan to conduct joint research and technical training to help Indonesia train professional talents in the field of inspection and quarantine. 

在印度尼西亚国家检验检疫局,万荣与局长萨哈特・庞加贝安(Sahat Panggabean)及水产品检验检疫部负责人等进行了会谈,双方就推动水产品检验检疫技术提升和专业人才培养加强合作达成合作意向。未来拟通过开展联合研究及技术培训,帮助印度尼西亚培养检验检疫领域的专业人才。

After the talks, the delegation conducted an on-site investigation of the specific conditions of the aquatic products inspection and quarantine laboratory facilities and personnel allocation. 

会谈结束后,代表团对水产品检验检疫实验室设施、人才配备等具体情况进行了实地考察。

The delegation also visited the Makassar Fishery Port to understand the construction of aquaculture facilities, the current status of the aquatic products market, and the management system of aquatic resources. Through the visit to the fishery port, the delegation gained a preliminary understanding of the current status of fishery development in Makassar. 

代表团实地考察了望加锡渔港,了解水产养殖设施建设、水产品市场现状以及水产资源管理体系。通过渔港参观,代表团初步了解望加锡的渔业发展现状。

The delegation's visit to Hasanuddin University was warmly received by President Jamaluddin Jompa, Vice President Adi Maulana, and several department heads. Both sides had in-depth exchanges on talent cultivation cooperation between the two universities and unanimously agreed to conduct scientific research cooperation and training for young scholars in the fields of marine biological resources conservation, marine science, aquaculture, and food science and technology. 

代表团赴哈山努丁大学访问受到校长贾马鲁丁・乔帕(Jamaluddin Jompa)、副校长阿迪・毛拉纳(Adi Maulana)以及多位部门负责人的热情接待。双方就两校在人才培养合作方面进行了深入的交流,并一致同意在海洋生物资源养护、海洋科学、水产养殖、食品科学与技术等领域开展科研合作及青年学者培训。

They also jointly reviewed the implementation results of the China-Indonesia Offshore Marine Ecological Ranch Technology Cooperation project carried out by the two universities, summarized the experience in the development of new fish reefs, biological enhancement and release, and the construction of an ecological ranch effect evaluation system, and reached a preliminary intention to further expand the scope of project cooperation. 

双方还共同回顾了两校合作开展的“中国-印度尼西亚近海海洋生态牧场技术合作”项目的实施成果,总结了新型鱼礁研发、生物增殖放流以及生态牧场效果评估体系构建等经验,并就进一步拓展项目合作领域达成初步意向。

In addition, the two sides also discussed the preparation work for the China-Indonesia Joint Seminar and Achievement Exhibition on the 75th Anniversary of the Establishment of Diplomatic Relations, planning to further enhance the project's influence through academic discussions and the display of cooperation achievements. 

此外,双方还探讨了“中国-印度尼西亚建交75周年联合研讨会及成果展”的筹备工作,计划通过学术研讨和合作成果展示进一步提升项目影响力。

During the visit to Cambodia, the delegation was warmly welcomed by Srun Limsong, Director of the Department of Fisheries under the Ministry of Agriculture, Forestry and Fisheries of Cambodia, and his team. Srun Limsong introduced the current status and future development plan of Cambodia's fishery industry, pointing out that technological innovation, green ecological breeding, and modern breeding equipment are key to promoting the transformation and upgrading of the fishery industry. 

在柬埔寨访问期间,代表团受到柬埔寨农林渔业部渔业局局长斯伦・林松(Srun Limsong)及其团队的热烈欢迎。斯伦・林松介绍了柬埔寨渔业发展现状及未来发展规划,指出技术创新、绿色生态养殖以及现代化养殖设备是推动渔业转型升级的关键。

Combining the results of the Lancang-Mekong Rice-Fish Farming Technology Cooperation and Talent Cultivation project carried out in cooperation, both sides discussed specific plans for the development of rice-fish farming, aquaculture, and professional talent cultivation in Cambodia, and proposed the vision of jointly implementing the China-Cambodia Aquaculture Ecological Breeding Joint Laboratory, further promoting bilateral cooperation through scientific research cooperation and talent cultivation. 

双方结合合作开展的“澜湄国家稻渔种养技术合作及人才培养”项目成果,共同探讨了柬埔寨发展稻渔种养、水产养殖和水产养殖专业人才培养的具体方案,并提出共同落实“中柬水产生态养殖联合实验室”的愿景,通过科研合作和人才培养进一步推动双方合作。

At the Embassy of the People's Republic of China in the Kingdom of Cambodia, President Wan Rong had exchanges with Consul Zhong Jie and Second Secretary Jiang Jiqing. The delegation reported on the progress of the Lancang-Mekong Rice-Fish Farming Technology Cooperation and Talent Cultivation project led by Shanghai Ocean University and the Cambodia Smart Fishery Pilot Project implemented by Shanghai Ocean University on behalf of the Ministry of Agriculture and Rural Affairs' Foreign Economic Affairs Center. 

在中华人民共和国驻柬埔寨王国大使馆,万荣与公参钟洁和二等秘书蒋季青进行交流。代表团汇报了由上海海洋大学牵头实施的“澜湄国家稻渔种养技术合作及人才培养”,农业农村部外经中心委托上海海洋大学实施的“柬埔寨智慧渔业试点项目”开展情况。

It was pointed out that Cambodian aquaculture is just getting started and faces shortcomings in infrastructure, funding, and professional talents. The joint construction of the Fish-Rice Corridor by China and Cambodia not only needs to provide more livelihoods for Cambodian residents through aquaculture but also needs to gradually develop Cambodia's commercial aquaculture. The industrial development of aquaculture is one of the important driving forces for the development of Cambodia's fishery industry. 

并指出柬埔寨水产养殖刚刚起步,在基础设施、资金和专业人才等方面都存在短板,中柬共建“鱼米走廊”不仅需要通过水产养殖为更多柬埔寨居民提供生计,且需要逐步发展柬埔寨的商业化水产养殖,水产养殖产业化发展是推动柬埔寨渔业发展的重要动力之一。

Zhong Jie highly praised the work of the expert team from Shanghai Ocean University in Cambodia on rice-fish farming cooperation research and development, technology demonstration, and talent cultivation, and thanked the university for its contributions to the construction of the Fish-Rice Corridor in Cambodia. She hoped that the university would continue to make greater contributions to China-Cambodia fishery cooperation. 

钟洁高度评价了上海海洋大学专家团在柬埔寨开展的稻渔种养合作研发、技术示范和人才培养等工作,感谢学校在推动柬埔寨“鱼米走廊”建设上所做贡献,希望学校再接再厉,为中柬渔业做出更大贡献。

The delegation also visited the Royal University of Agriculture in Cambodia for exchanges and was warmly received by Peng Bun Ngor, Dean of the Faculty of Fisheries. Peng Bun Ngor introduced the current development status and future plans of the Faculty of Fisheries and expressed a strong desire to carry out all-round cooperation with Shanghai Ocean University in scientific research, education, and talent cultivation. The delegation also visited the research base, laboratories, and breeding farms of the Royal University of Agriculture in Cambodia. 

代表团还到柬埔寨皇家农业大学进行了交流,受到了水产学院院长彭本奥(Peng Bun Ngor)的热情接待。彭本奥介绍了水产学院的发展现状和未来规划,殷切希望与上海海洋大学在科研、教育、人才培养等方面开展全方位的合作。代表团还参观了柬埔寨皇家农业大学的科研基地、实验室和养殖场。

In addition, accompanied by Nao Thuok, Secretary-General of the Ministry of Agriculture, Forestry and Fisheries of Cambodia, Loy Sophat, Director of the National Agriculture Committee, Nhem Sros, Deputy Governor of Takeo Province, and Thay Somony, Director of the Aquaculture Department of the Department of Fisheries, the delegation successively visited the rice-shrimp farming bases in Takeo Province and the giant river prawn breeding farms in Kampong Speu Province for on-site investigation.

此外,在柬埔寨农林渔业部秘书长诺・托(Nao Thuok)、国家农业委员会主任洛伊・索法特(Loy Sophat)、茶胶省副省长南・斯罗斯(Nhem Sros)及渔业局养殖处处长泰・索莫尼(Thay Somony)等陪同下,代表团还先后抵达茶胶省的稻虾养殖基地和干达省的罗氏沼虾育苗场进行了实地考察。

At the rice-shrimp farming bases of Min Choun and Nhep Thorn in Takeo Province, the delegation observed the feed for rice-shrimp farming, rice management, and the harvesting of marketable shrimp on-site, and inquired about the impact of rice-shrimp farming on increasing farmers' income and reducing the use of pesticides and fertilizers. At Sab Sarun Farm, the delegation inspected the seedling pond and digital aquaculture equipment, observed the use of drones for feeding, digital screen information output, and mobile app usage, and learned about the important role of digital technology in modern fishery. 

在茶胶省Min Choun、Nhep Thorn稻虾养殖基地,实地查看了稻虾养殖的饵料投喂、水稻管理和商品虾捕捞等,询问了稻虾种养对农民增收和农药化肥减量使用的情况;在Sab Sarun农场,代表团察看了苗种标粗池塘和数字渔业装备,观摩了无人机投喂、数字大屏信息输出和手机APP使用等,了解数字技术在现代渔业中的重要作用。

The delegation finally arrived at the giant river prawn breeding farm in Kampong Speu Province, which is one of the demonstration bases for the Cambodia Digital Aquacultre Pilot Project, to understand the application of digital technology at the farm and held a plaque presentation ceremony for the cooperation project. Both sides agreed that in the future, they would further strengthen cooperation in technology research and development, talent cultivation, and demonstration and promotion. 

代表团最后来到了位于干达省的罗氏沼虾育苗场,该场是“柬埔寨数字渔业试点项目”的示范基地之一,了解该场的数字化技术应用情况,并举行了合作项目的授牌仪式。双方一致认为,未来将在技术研发、人才培养和示范推广等方面进一步加强合作。

Through multi-level and all-round exchanges, the university leaders' visit this time reached many cooperation consensuses with relevant units in Indonesia and Cambodia in the fields of aquaculture, fishery port construction, aquatic products inspection and quarantine, and smart fishery. They also carried out fruitful exchanges in the fields of scientific research innovation, technical services, and talent cultivation cooperation. For many years, Shanghai Ocean University has been committed to global fishery and aquaculture technology innovation. Especially under the framework of the Belt and Road cooperation, it has established long-term and stable partnerships with multiple units in Indonesia and Cambodia. In the follow-up work, the university will continue to maintain an open and inclusive attitude towards cooperation, promote cooperation in science and education and technology transfer, and contribute wisdom and strength to the common development of China and Southeast Asian countries. 

校领导此次出访,通过多层次、全领域的交流,与印度尼西亚和柬埔寨相关单位就水产养殖、渔港建设、水产品检验检疫、智慧渔业等领域达成了多项合作共识,并在科研创新、技术服务、人才培养合作等领域开展了卓有成效的交流。多年来,上海海洋大学始终致力于全球渔业和水产养殖科技创新,尤其在“一带一路”合作框架下,与印度尼西亚和柬埔寨的多家单位建立了长期稳定的伙伴关系。在后续工作中,学校将继续秉持开放包容的合作态度,推动科教合作和技术转移,为中国与东南亚国家的共同发展贡献智慧和力量。

Since 2021, our university has successively obtained the Ministry of Foreign Affairs' Asia Cooperation Fund projects Lancang-Mekong Rice-Fish Farming Technology Cooperation and Aquaculture Poverty Alleviation and China-Indonesia Offshore Marine Ecological Ranch Technology Cooperation Research. These projects focus on supporting institutional cooperation between China and Asian countries in agriculture, including China-ASEAN, Lancang-Mekong (Lancang-Mekong Plan), China-Japan-South Korea cooperation, and the Bangladesh-China-India-Myanmar Economic Corridor and other agricultural cooperations. The projects are established by the Ministry of Foreign Affairs, funded by the Ministry of Finance, and managed by the Ministry of Agriculture and Rural Affairs. The smooth implementation of the two projects of our university has consolidated and expanded the cooperation between our university and Lancang-Mekong and ASEAN countries in rice-fish farming, digital fishery, and marine ranching. It has profound contemporary value and practical significance for promoting Belt and Road agricultural cooperation and the fishery going global strategy. 

2021年以来,我校先后获批外交部亚洲合作资金项目“澜湄国家稻渔种养技术合作及水产养殖减贫”和“中国与印度尼西亚近海海洋生态牧场技术合作研究”,此类项目重点支持中国与亚洲国家农业机制性合作,包括中国-东盟、澜沧江-湄公河(澜湄计划)、中日韩合作和孟中印缅经济走廊等农业合作,该项目由外交部立项、财政部出资、农业农村部负责项目管理。我校两个项目的顺利实施,巩固和拓展了我校和澜湄及东盟国家在稻渔种养、数字渔业和海洋牧场等方面的合作,对于推动“一带一路”农业合作和“渔业走出去”战略具有深刻的时代价值与现实意义。
